Endorsed by all five TU Presidents, our shared statement commits TU-NET to a coherent, sector-wide approach to openness in research.
Open research practices have the power to transform the way knowledge is created and applied, in a way that benefits both academia and society.
We assert that fully applying the principles of openness, collaboration and accessibility to the research process is key to achieving optimum research outcomes — and will more effectively catalyse regional economic and social development. An inclusive approach that embraces open practices at every stage of the research cycle increases efficiency, fosters integrity, and promotes higher-quality, more reproducible and more reusable research.
We acknowledge that research outputs are diverse — results, data, methodologies, software, and creative outcomes such as exhibitions and performances. Our intention is to make them as open as they can be, while respecting legitimate reasons for some material to remain confidential, including intellectual property, privacy and security.
The TU-NET partners commit to act together in the following ways.
Adopt equitable, transparent and universal research performance indicators — signing the Agreement on Reforming Research Assessment and DORA.
Make all research outputs publicly and freely available without delay or embargo, save for legitimate IP, privacy or security concerns.
Integrate the open access repositories of all members under a common portal.
Grant rights to read, download, distribute, mine, link and reuse outputs under a Creative Commons licence.
Prioritise green open access, making FAIR research outputs available at the point of presentation.
Support the implementation of Plan S in appropriate open access journals.
Encourage innovative publishing, particularly the diamond open access model, with respect for academic freedom.
Adhere to open technological standards so data remain FAIR and free of proprietary lock-in.
Publish institutional research performance data on a common, integrated venue.
Embed open research into curricula and develop an open educational resource (OER) policy.
